This picture is actually of two houses. The homes on the water are built on stilts or pilings to accomodate water rising. Unfortunately they can't fend off 140 mph sustained winds and a 15-20 foot storm surge. The hurricanes dump all this water once they hit land and cause a lot of the flooding. The high waves also may have accounted for some of the damage.
